Characterization and Evaluation of Wetlands in the Las Vegas Valley Watershed

Abstract:

Wetlands naturally filter and recharge the water and act like giant sponges, slowing the flow of surface water and reducing the impact of flooding. Wetlands also prevent soil erosion, and they buffer water bodies from potentially damaging land use activities such as effluent discharge, agriculture and urban runoff by removing many harmful nutrients and contaminants. Therefore, role of wetlands in water resource management especially in arid and semi arid regions can not be underestimated. There are several wetlands in the Las Vegas Valley some naturally formed and some constructed in various landscape positions with a variety of hydrologic, vegetation, and soil conditions. This project is aimed at comparing and contrasting the key characteristics of the various types of wetlands in the Las Vegas watershed to determine how well they function in the local setting and to provide management recommendations. For that purpose four wetland types have been identified for our study which are, a) City of Henderson Demonstration Wetlands; b) Pittman Wash Pilot Wetlands; c) Flamingo Wash Wetlands; and d) Pabco Road Weir Wetlands (upstream of Pabco Road Weir). All selected wetlands differ from each other in functionality and desired services, e.g., the City of Henderson Demonstration Wetland is a constructed effluent treatment wetland whereas Pittman Wash Pilot Wetland is a constructed urban runoff treatment wetland. Similarly, Flamingo Wash Wetland is an in-channel tributary wetland whereas Pabco Road Weir Wetland was created by backwater behind a Las Vegas Wash erosion control structure (Pabco Road Weir). The wide variation in these wetland characteristics offer an unique opportunity to compare treatment potential for a range of inputs. This will allow us to make management recommendations based on the feasibility of each wetland type and to determine under what conditions these wetlands are able to improve water quality for effective water resource management.

Collaborative Research: Evaluating Long-Term Impacts on Final Covers--Exhumation of the ACAP Test Sections

Abstract:

In 1998, the US Environmental Protection Agency recognized the scarcity of data describing the hydrologic performance of final covers for waste containment, and initiated the Alternative Cover Assessment Program (ACAP) to fill the information gap. ACAP is a network of 28 large-scale test sections for monitoring the hydrologic performance of final covers in a broad range of environments. Each test section includes an instrumented pan lysimeter for direct monitoring of the water balance, soil state variables, and meteorological conditions. Percolation data from the test sections show that some of the covers functioned as anticipated. However, others transmitted more percolation than expected, with preferential flow occurring in some cases. Ancillary data suggest that changes in the cover materials (soils, geosynthetics) and/or the vegetation may be responsible for the unanticipated behavior. Providing rigorous explanations for these observations requires an understanding of how the cover materials and vegetation changed. To this end, exhumations of the test sections are being planned where soil structure, soil hydraulic properties, geosynthetic properties, and vegetative species will be studied in detail and compared to those at the time of construction. A consortium of entities, including NSF, is being organized to support exhumation of the ACAP test sections. This proposal has been submitted to include NSF in the consortium.

In the recent U.S. Department of Interior initiative, Water 2025: Preventing crises and conflict in the West, the Truckee-Carson River systems are identified as two areas with a high likelihood for potential conflict (existing water supplies are not adequate to meet water demands for people, farms, and the environment). Over the last decade, the USBR and other Federal agencies have spent millions of dollars developing decision support system (DSS) tools to more efficiently manage existing water resources in the Truckee-Carson River systems. When implemented (~2007), the Truckee River Operating Agreement (TROA) will provide additional benefits by reducing institutional barriers to storage and delivery of water to other uses while protecting existing uses and stakeholders. TROA will allow major water right holders (e.g., Pyramid Lake Paiute Tribe, U.S. Government, states of Nevada and California, Truckee Meadows Water Authority, and other local entities) to manage and exchange complex system-wide water resources (ground water, reservoir storage, and natural streamflow) within the Truckee River watershed. In order for the TROA administrator, major water right holders, and impacted third parties to understand the short and long term impacts of each proposed water exchange and transfer, the existing Reclamation water resource decision support system (DSS) tools must be modified to include the complex operational details of TROA (at least ten times as complex as the existing operational rules). This project will provide DRI faculty with the opportunity to develop the tools and expertise required to become involved in other emerging water resource management and water exchange and transfer efforts in Nevada and other locations throughout the arid and semi-arid western U.S.

Develop and Evaluate a Methodology for Automation of Check and Diversion Structures along the Truckee River; and Develop a Forecasting Model Applicable to Water Management Issues in the Carson River

Abstract:

The primary goal of this project is to develop and evaluate a methodology that can be used by the Truckee-Carson Irrigation District to automate the existing manually operated check structures on the Truckee Canal. Once completed, this new automated methodology will be available to other Western water managers. The methodology will improve their ability to efficiently divert river water into distribution canals to meet water rights and delivery targets in water storage reservoirs. The methodology developed should complement ongoing efforts to develop a water resources decision support system (DSS) suite of models. Currently, water is diverted from the Truckee River to the Truckee Canal to satisfy water rights downstream. The Truckee Canal system consists of a number of check and diversion structures that were designed and built to be operated manually.

Fire Weather and Climate Information (NOAA UCSD CAP)

Focus of activities this work plan period: 1. Continue working with Geographic Area Coordination Center (GACC) fire weather meteorologists in utilizing monthly and seasonal climate forecasts and information in operations (in particular monthly and seasonal fire outlooks). Emphasis will be placed in 1) development of seasonal fire potential outlooks at the national seasonal assessment workshop (a CLIMAS/CAP cross-RISA activity); and 2) providing climate forecast answers to questions and solutions to forecast problems posed by the GACC meteorologists. 2. Continue development of a climate/weather index related to escaped burns in northern California. This project is at the request of the fire weather meteorologists at the Northern California GACC, and emphasizes a scientific response to a decision-maker question. It is perceived by the meteorologists that a certain combination of meteorological factors is related to an increased risk of escaped burns. The research will investigate this claim by examining a small dataset of fires and associated meteorological conditions leading up to the fire escape event. An attempt will be made to develop an index that describes this situation, and that can then be utilized in a decision response to a forecast. 3. Add value to the newly developed Scripps Santa Ana wind index by examining relationships between the index and fire occurrence and fire potential. Santa Ana wind events are critical fire weather situations for fire management agencies as typically these events lead to rapidly increased fire potential and often large fires once ignition occurs. The two project objectives are 1) establish relationships between the index and fire occurrence/potential; and 2) based on these relationships, develop index criteria that decision-makers can utilize in terms of both fire management strategic and tactical planning. 4. Continue with outreach activities for the two Geographic Area Coordination Centers in California (as well as other regions). This will include training on climate products, information and forecasts as requested by fire weather meteorologists and land management agency personnel. 5. Document the successful development of the California and Nevada Smoke and Air Committee (CANSAC). CANSAC is a consortium of nine federal, state, county and local wildland fire and air quality agencies formed to address short-term prediction issues of fire weather, fire danger, fire behavior, smoke dispersion/transport and air quality as related to wildland fire, prescribed fire and fire use. The study focus will be on documenting steps and interactions in developing a sustainable partnership between scientific and decision-making communities. CANSAC provides a useful example case of a partnership between wildland fire, air quality and atmospheric science research sectors. An approved human subjects survey and literature background review will comprise a journal paper. This project is cross-RISA with CLIMAS. 6. Continue to cross-link with other RISAs. In particular, CEFA will continue to co-organize fire and climate workshops with the University of Arizona CLIMAS project. Efforts will be made to cross-link with other RISAs as opportunity arises. Also, we will inform and provide the RISAs with the process and outcome of CEFA's recent national program review. This is relevant to the RISA program in that it is an example of how stakeholders can evaluate and assess a scientific program aimed at directly meeting their needs.

The purpose of this agreement is to produce and evaluate national smoke predictions using National Weather Service (NWS) forecasts and the BlueSky smoke modeling framework This data and the research are essential for AirFire to continue its efforts to improve weather forecast accuracy for wildland smoke and fire decision support tools. The research is important for the Desert Research Institute's work on smoke forecasting for the California-Nevada Smoke and Air Committee (CANSAC). Specific objectives of the agreement include: 1. Produce smoke forecasts out to 8 days using NWS NAM and GFS forecast models and the BlueSky smoke modeling framework during the summer of 2008. 2. Evaluate forecast accuracy and trends in accuracy over the 8-day forecast period for the smoke forecasts.

Implementation of a Climate-Vegetation Based Early Warning and Prediction System for Interagency Fuels Management

Abstract:

On a yearly average, federal land management agencies burn and treat nearly two million acres of vegetation utilizing prescribed fire, fire use and other methods to meet objectives including hazardous fuel reduction, ecosystem and habitat restoration, forage for grazing and fuel breaks for wildland fire. It is planned to increase this number annually under policies such as the National Fire Plan and Healthy Forests Initiative. However, meeting annual target goals is often problematic due to interannual climate variability. For example, both anomalous dry and wet seasonal periods can prohibit a planned treatment from occurring by either making fuels correspondingly too dry or wet to burn. Missing these annual targets has short and long-term strategic implementation and budgetary impacts. The National Interagency Fuels Coordination Group at the National Interagency Fire Center in Boise, Idaho has indicated a need for climate monitoring information and seasonal prediction that can be utilized directly as a decision-support tool for fuels treatment. It is proposed that three NOAA products be linked with a USDA Forest Service vegetation product to provide monitoring and forecast information directly related to vegetation. Two dynamic vegetation models (BIOMAP and MC1) will be linked to 1) the North American Regional Reanalysis (NARR) output for near real-time monitoring, 2) the Climate Diagnostics Center (CDC) intraseasonal forecast system for medium-range prediction (CDC MRF), and 3) the National Centers for Environmental Prediction coupled forecast system (CFS) for seasonal predictions. The primary output of the linked components will be a vegetation stress index that provides an indication of current and forecasted vegetation state. The NARR period 1979-2005 will be used to calibrate the vegetation index with past on-the-ground treatment decisions, thus providing a direct link between the climate-vegetation product and decision-making. A 2-year project is proposed in which during year 1 the components will be linked, and the monitoring and prediction system implemented, and during year 2 assessment and enhancements will be undertaken based on feed-back from the product practitioners. CEFA will run the operational system with support of the land management agencies.

Abstract:

The purpose of this project is to compare and contrast results from laboratory tests and an ambient field study of particulate organic carbon (OC), elemental carbon (EC), and black carbon (BC) using in situ and integrated filter samples with optical and thermal analysis methods. Although EC and BC are often used interchangeably, they are operationally defined by the measurement method and are not necessarily equivalent. In this project, BC is defined as being measured by purely optical methods while EC is defined as being measured by thermal evolution methods. Particle absorption is the fundamental parameter that affects the Earth's radiative balance, and it is defined here as being measured by the photoacoustic method. Being the fundamental parameter desired, Particle Absorption will be the benchmark against which EC and BC are compared. This project will also clarify the role of different combustion processes in determining emission rates of EC/BC and OC to the atmosphere, including the uncertainty inherent in these rates. Uncertainties are associated with activity surrogates, PM2.5 mass emission factors, and source profiles (mass fractions of OC, EC, and other constituents in PM2.5).

DRI will perform quality assurance and data validation on meteoroloty (e.g., wind speed, wind direction, temperature, and relative humidity) and continuous particle measurements including particle number concentration, particle size distribution, particle mass, chemistry (e.g., nitrate, sulfate, thermal and optical carbon, and polycyclic aromatic hydorcarbons) and particle light scattering for measurements taken at the Fresno Supersite in California. DRI will verify instrument zero and span check, confirm calibration, and apply validation flags as appropriate. Cross-checks will be made among different black carbon and light scatteering measurements to ensure consistency among different measurements. Data analysis will be conducted to examine temporal variation of pollutant concentrations and relate them to pollution sources.

Speciation of PM 2.5 Organic Compounds for Texas ARIES, Dallas Hinton

Abstract:

The Texas Aerosol Research and Inhalation Epidemiology Study (Texas ARIES) is designed to examine associations between air pollutants and morbidity and mortality. The initial phase of air quality data collection will take place at a single monitoring site at 1415 Hinton Street in Dallas for a period of at least 18 months. Air quality data to be collected by EPRI contractors and by City of Dallas staff at the Hinton site includes hourly averaged O3, SO2, CO, NO, NO2, NOy, PM2.5, by TEOM, and speciated VOCs, 24-hourly average discrete filter samples will be collected and analyzed for FRM PM2.5 mass and PM2.5 sulfate, nitrate, ammonium, chloride, metals by XRF, and organic species by thermal desorption gas chromatography mass spectrometry. The latter sample collection and analysis is the subject of this project agreement. The objective of this project is to provide a basis for the first time for examining associations between specific compounds in PM2.5 organic material and health outcomes.

High Rayleigh Number Convection in Laboratory Porous Media

The objective of the proposed research is to determine the determine the length and time scales of evolving high Rayleigh number (Ra) thermal convection in subsurface porous media. The specific hypothesis that will be tested in that flow patterns have several interacting scales of motion occurring simultaneously that influence each other. The smallest scales are individual plumes that peel away from a thermal boundary layer, while the largest scales are on the order of the size of the experimental apparatus. The length and time scales of motion, as well as temporal heat transfer can be understood in terms of the local (boundary layer) and global (system) Rayleigh numbers, the Nusselt number, the Peclet number, as well as the heterogeneity of the media.
